Suspicious transaction report (déclaration de soupçon)
The suspicious transaction report is the obligation, for an obliged entity, to report to TRACFIN, the French financial intelligence unit, any sum or transaction it suspects of deriving from an offence punishable by more than one year of imprisonment or of contributing to terrorist financing. Three points structure this regime. Suspicion is enough: proof is not required, and it is not for the reporting entity to characterise the offence. The report is confidential, and informing the client of its existence is a criminal offence. Lastly, it protects the reporting entity acting in good faith, which is exempt from liability on that basis. In 2025, TRACFIN received 278 484 reports, 93 % of them from the financial sector.
